TOURISM ACTIVITIES IN BABAHAN VILLAGE, PENEBEL DISTRICT, TABANAN REGENCY DURING THE COVID-19 PANDEMIC

       During the Covid-19 Pandemic, the lives of the world's people experienced obstacles or disruptions that greatly affected economic patterns, lifestyle patterns, health, social patterns, migration patterns, employment systems, and so on, which affected widely and in all fields life. All countries are affected by the outbreak of the Covid-19 Pandemic. Many countries are still in lockdown and a few countries have opened their country access gradually. This includes our country, Indonesia, which is deeply affected by the outbreak of the Covid-19 Pandemic. Various efforts have been made by the government to limit and even reduce the spread of the Covid-19 Pandemic. Including Large Scale Social Restrictions which regulates the activities and movements of the community to prevent a more widespread outbreak of Covid-19. The most mandatory and must do efforts for all people throughout Indonesia are implementing the Health Protocols, namely: 1) Wearing a mask; 2) Washing hands and using a hand sanitizer; and 3) Avoiding crowds. This is intended so that people can continue to do activities but still pay attention to and implement Health Protocols and still reduce the transmission of the Covid-19 Pandemic.

       The island of Bali, which is an island with tourism activities, has also felt the bad impact of the Covid-19 Pandemic, where the lockdown from several countries has resulted in a reduction in foreign tourist visits to Bali and social restrictions in several provinces or regions in Indonesia have also had an impact on the decline domestic tourist visits to Bali, so many tourism industries in Bali have closed, which has resulted in many employees being laid off and even laying off many of their employees. This affects most economic sectors in Bali, such as: agriculture, plantation, fishery, livestock, handicrafts, and so on. Society has economic difficulties because of the sluggish movement and overall economic turnaround. However, life must continue, even though the Covid-19 Pandemic has not been finished until now, with enthusiasm and hard efforts made by the community, little by little economic opportunities have begun to open up and a glimmer of hope has begun to be found by the community even though slowly and with great sincerity and conviction.

       Babahan Village, Penebel District, Tabanan Regency which is one of the villages in Tabanan Regency which has enormous tourism potential, both natural potential, cultural potential, artificial potential, culinary potential, and spiritual potential which are also affected by the Covid-19 Pandemic. Where, Babahan Village is just about to become a rural tourism, there are problems related to the pandemic. The thing that should be grateful for the people of Babahan Village is that when the Covid-19 Pandemic occurred and the desire of the community to develop tourism in Babahan Village was in conjunction with the Udayana University KKN-PPM activities in July - August 2020. In the KKN-PPM activities there were 23 the students involved and being mentored by Field Supervisors (DPL). So, with the KKN-PPM activity, the main focus targeted is related to the prevention and prevention of the Covid-19 Pandemic and the second is to focus on developing tourism in Babahan Village. The results obtained from these activities and with the enthusiasm and support of the entire Babahan community finally an "anomaly" occurred in Babahan Village because it was precisely when before the Covid-19 Pandemic the development of tourism in Babahan Village through the rural tourism plan was not really stretchy and very different. During the pandemic, the development of tourism in Babahan Village actually surfaced and received a positive response from the tourism market.

       The stretch of tourism in Babahan Village, Penebel District, Tabanan Regency during the Covid-19 Pandemic can be described as follows:

1. Priority Programs for Health, Tourism, and Waste Management

The program of activities in Babahan Village during this pandemic was of course to suppress the outbreak of the Covid-19 Pandemic with various programs in the health sector that focus on public health to avoid viruses. Most of the funding is aimed at activities to minimize and stop the outbreak of Covid-19, in addition to providing assistance to the communities most affected by the pandemic. The provision of places for washing hands is prepared in several strategic locations, to facilitate and promote the habit of washing hands, providing masks, providing hand sanitizer, spraying with disinfectants, health checks especially for the elderly.

Apart from the health activities carried out in Babahan Village, a matter of concern during the pandemic is the tourism program. When viewed from the tourism potential in Babahan Village, there are so many things that can be developed and have a high selling value, so that in the midst of sluggish tourism activities in the midst of a pandemic, the stretching of arrangement and preparation of attractions is one of the priorities in Babahan Village, which so far has not been worked on optimally. So, with great enthusiasm and imprinted great hope and confidence in the development of tourism in Babahan Village after this pandemic has passed and when it enters a new normal life.

Along with health and tourism programs, programs that are also receiving attention are related to waste management, where the waste problem becomes a common problem and must be resolved collectively. In Babahan Village, the handling of waste is still related to the method of sorting organic waste and inorganic waste, where inorganic waste is activated by activating the “waste bank” in the village, while for organic waste there is still a collaborative effort with the Duwi Mekar Farmers Group in Babahan Village, SIPADU 659 Babahan Village and residual waste with Mandung TPA.

2. Creating a Tourism Icon assisted by Bank BNI CSR

With the great enthusiasm of the people of Babahan Village to develop tourism in their area, finally one of the tourism icons in Babahan Village in Subak Bangkyangsidem finally materialized, namely: in the form of three statues which are statues of a farmer family, in the form of a statue of a father who carries Balinese rice, a mother who upholds Balinese Rice, along with a farmer's child carrying garlic, where the symbols of the statues reflect the superior agricultural products of Babahan Village as a producer of Balinese Rice Red Sandalwood and local garlic with processed Red Rice Tea products and Black Garlic. This statue can later be used as a selfie attraction for visitors who come and as a tourist icon that characterizes Babahan Village as an agricultural area. This statue is an aid from Bank BNI through the BNI'46 Community Development CSR Program.

3. Development of Crystal Water

Crystal water, which is the primary flow of subak irrigation, where the flow is calm with a very high level of water clarity, supported by the natural atmosphere of the surrounding rice fields and the cool air, making crystal water a must visit even in this pandemic period because of the cleanliness of the air both with the surrounding atmosphere that creates calm and peace is very suitable as a means of healing to increase endurance and relieve stress. It's clear that now crystal water is a favorite tourist spot in Babahan Village. Currently still in a pandemic, local tourist visits to Crystal Water + 2,000 people per month with an average income per month + Rp. 800,000, - where the manager has not charged tickets to visitors but is still using the donation system. Activities carried out by visitors are bathing and swimming and doing tubbing activities using inner tubes. More activities are bathing and swimming. For tubbing activities, the preparation of inner tubes is still being carried out by Pokdarwis and in collaboration with the surrounding community. The impact of the subsequent development of crystal water is the opportunity for the surrounding community to sell around the crystal water with a place to sell that has been prepared and regulated by Pokdarwis, so that this can open up job opportunities and economic rotation in Babahan Village.

4. Community Carrying Out Cleaning Activities

With the development of tourism in Babahan Village, the community consciously also maintains cleanliness in their respective environments, so that the community and youth organizations of each banjar are very active and enthusiastic about maintaining the cleanliness of their environment by holding regular cleaning activities, where Karang Taruna comes down to carry out cleaning activities every 2 weeks and the community carries out cleaning activities every 1 month. From this activity, it can be seen that tourism has a positive impact on the people of Babahan Village, especially during this pandemic, they are aware that cleanliness and health are very important things to be maintained, in addition, it will also support the development of tourism in Babahan Village through rural tourism.

5. Prepare a Parking Lot

To provide comfort to visitors who come to Babahan Village, especially towards tourist attractions, the management, in this case Pokdarwis, will prepare a comfortable parking space, so that visitors in enjoying the natural beauty and the attractions and activities offered will feel comfortable and satisfied because the vehicles they use are parked in a proper parking lot and their safety is guaranteed. This will also increase the satisfaction of visitors to come to Babahan Village. There are 2 parking areas prepared, where in the first location is the Subak Bangkyangsidem area of ​​5 acres and can accommodate about 15 cars and motorbikes, while the second parking location is in the Pura Besikalung parking area with an area of ​​1 ha and can accommodate 100 cars and also a motorbike. With this parking facility, visitors who come are more comfortable, besides that, they can also provide income to the village related to parking fees and community empowerment as parking attendants.

6. Gradually Arranging Tourist Attractions

After the development of crystal water which has been visited by many visitors, the next program is to arrange several attractions that will also be targets for visitors, namely: Besikalung Waterfall and several hot springs, but in its implementation it is still in the cleaning stage and preparation of access and preparing some spots which will later be arranged and completed gradually, so that the funds owned for it can be proportioned in an efficient and efficient manner by looking at the development priority scale. That is, the concept of development continues to run slowly, gradually, and based on development priorities. This is intended to provide a diversification of attractiveness to visitors seeing from some of the attractions in Babahan Village, so that indirectly the visitors will also promote the attractions that will be developed and can also be a place to get input from visitors who have visited Babahan Village, especially in crystal water regarding what facilities are needed and their impression of other attractions in Babahan Village.

7. Arrangement and Tree Planting in the watershed

In the south of crystal water, arrangements will also be made for the beauty and coolness of the area, considering that it is the primary water flow, so that the arrangement will be planted with various types of flower plants to beautify the landscape and will be planted with several types of vines such as: passion fruit and chayote + 2,100 m long. The purpose of this arrangement is to strengthen the impression of Sapta Pesona as one of the prerequisites as a rural tourism. In addition, to prepare selfie spots and as a means of instagramable spots of attraction along the water flow as an extension of the appeal of crystal water. Thus, the various attractions that are served at Bahahan Village will provide various choices for visitors to be able to attract visitors to Babahan Village. The Covid-19 Pandemic period is not an obstacle to managing tourist attractions and developing tourist attractions in Babahan Village.

8. Growing Entrepreneurship in Babahan Village

The people of Babahan Village during the Covid-19 Pandemic continued to work and rotate their economy through entrepreneurial creations that grew and developed in society. Many entrepreneurial groups are growing in Babahan Village which are currently still producing and can help the economy despite the current difficult times. Several entrepreneurial groups in Babahan Village, namely: 1) the Jajan Sari Manis Group; 2) Mina Lestari Babahan Fish Group; 3) Jambelangu Fish Group; 4) Taraluta Vanilla Group; and 5) Dharma Rezeki Honey Bee Group. Apart from being community entrepreneurial efforts, these groups can also be used as a supporting attraction that can attract visitors to Babahan Village as an additional attraction.

9. Submit Rural Tourism Proposals

Babahan Village has a lot of tourism potential, so that Babahan Village is worthy of being developed into a tourist village. The stages of development towards a rural tourism have begun to be carried out by Pokdarwis, which is supported by all Babahan Village communities. This is proven by the formation of the Pokdarwis and having received a Decree from the Regent of Tabanan in 2020, Number: 180/1296/03/HK & HAM/2020 concerning the establishment of the Pokdarwis Babahan in Babahan Village, Penebel District. So, Pokdarwis has officially been formed in Babahan Village and various activities for tourism development in Babahan Village have been carried out gradually and surely, even though during the Covid-19 Pandemic. Administratively, to obtain a Rural Tourism Decree from the Regent of Tabanan is through the submission of a Rural Tourism Proposals, this has been done gradually in the preparation of the proposal and in the near future it will be immediately submitted to the Tabanan Regency Tourism Office for processing and subsequently issued a Rural Tourism Decree by the Regent Tabanan.

10. Community Supports Tourism Development in Babahan Village

The movement of tourism in Babahan Village during this pandemic cannot be separated from the support of all components of the community because the community is very aware that the sluggishness or death of tourism will affect all sectors of the economy and people's lives, so tourism must immediately rise and together the people of Babahan Village support its revival and the development of tourism through the potential and attractiveness that exist in Babahan Village which is carried out by arranging and preparing various facilities which of course still pay attention to environmental preservation, the integrity of customs and culture, while maintaining the spirit of kinship and mutual cooperation, and still paying attention to increasing spirituality. In essence, the community wants to develop and increase the selling value of the potential of Babahan Village as a tourist attraction.

11. Strengthening Spirituality Activities

Spirituality activities in Babahan Village are still being carried out and are even getting stronger with the outbreak of the Covid-19 Pandemic. The community's sense of service in Babahan Village is getting higher, starting from the place of worship in each family to the temple which is the home of the whole community in Babahan Village. As the center of the spiritual power in Babahan Village is Pura Besikalung, where this temple is Dang Kahyangan Temple. The community strongly believes in the spiritual power of Pura Besikalung, so to ask for the safety and success of community activities and efforts, they will carry out regular prayers at Pura Besikalung on Hindu Holy Days. The next one is Pura Pejenengan, where Pura Pejenengan is located in the Subak Bangkyangsidem area, where the agrarian community strongly believes in the spiritual power of Pura Pejenengan to maintain and give gifts to rice plants in particular and various existing plants, so that the community also routinely performs prayers at Pura Pejenengan on Hindu Holy Days. The Covid-19 Pandemic period actually provided enthusiasm and motivation for the people of Babahan Village to be creative in working and to rise from the current difficult situation.
