Budiwati has been a lecturer in the Civil Engineering Department of Udayana University since December 1994. She was born on April 5, 1968, in Bima. She completed her elementary to high school education in Denpasar (1974-1986). Her Bachelor of Engineering was completed at the Civil Engineering Department, Udayana University in 1992. In 1999 she completed her Master degree of Science in Structural Engineering at The University of Manchester's Institute of Science and Technology (UMIST), United Kingdom and her PhD was achieved at The University of Manchester, the UK in 2006. Since then she has been active in teaching Mechanics of Materials, Structural Analysis, Structural Dynamics and Earthquake Engineering, and Steel Structures for bachelor students. In the Civil Engineering Master Program, she has been involved in teaching Advanced Mechanics Materials and Finite Element Methods. Currently, she has registered as a member of HAKI (Association of Indonesian Construction Experts), AARGI (Indonesian Earthquake Engineering Association) and Masonry International Society. During 2011-2017 she was a Secretary of the Department of Civil Engineering. She was the head of the Structural Laboratory from 2010 to 2011. Since 2018 she has been the head of the Physics Laboratory of Civil Engineering at Udayana University.
