I Dewa Nyoman Wiratmaja was born in Tampak Siring Gianyar, October 5, 1975. He has expertise in the field of public sector budgeting. Graduated in 1999 from undergraduate education with an S.E degree at Udayana University, Denpasar and obtained a professional accountant (Ak) degree at the same University in 2000. He obtained his Master of Management degree in 2003 at Udayana University, he often conducts national conferences in his area of expertise. He was appointed as a permanent lecturer in 2003 at Udayana University to the present.
