Prof. Dr. I Wayan Parsa, SH., M.Hum was born on December 31, 1959 in Nusa Penida, Klungkung, Bali. Completed elementary school (SD) in 1971 and junior high school in 1974, both in Nusa Penida. High school education was completed in 1977 at Klungkung State High School. Then he continued his undergraduate education at the Faculty of Law of Udayana University and graduated as a Bachelor of Law in 1984. Since 1986 he was appointed as a permanent lecturer (PNS) at the Faculty of Law of Udayana University. In 1994 he obtained his Masters in Humanities (M.Hum) in the Law Study Program, Postgraduate Program, Airlangga University, Surabaya. Subsequently in 2003 he completed his Doctoral Program and earned his Doctorate in law at the Airlangga University Surabaya Graduate Program. Since 1 June 2009 he was appointed as a permanent Professor (Professor) in the field of law / State Administrative Law at the Faculty of Law, Udayana University
