Born in Besan Village, Klungkung, 31 December 1956. Elementary school (SD) education in SD Negeri No. 2 Pekutatan, Jembrana, Bali. Middle School Education (SMP) was completed on November 20, 1972 at Dewantara Dawan Middle School, Klungkung, Bali. High School (SMA) finished December 9, 1975 at Klungkung State High School, Bali. The Bachelor of Law program (S1) was completed on March 13, 1982, and the Master of Law Program (S2) was completed on August 27, 2005; both at Udayana University.

Being a lecturer, civil servant since March 1, 1984 with status as a Prospective Civil Servant, III / a. A year later, on April 1, 1985, he became a full-time civil servant as an Associate Assistant with the position of Young Stylist, III / a. Since October 1, 2007 until now the status has been as the Associate Professor with the rank of Junior Main Builder / IVc. Now still active as a lecturer until 31 December 2021.
