The award is not an outsider or the intended achievement, but the main goal is how to plan the development in order to successfully deliver the city / district population increased its HDI, increased happiness, prosperity achieved, and others. A large population with a limited budget requires each OPD to draw up a plan that is pro poor, pro job by setting a direct budget and not directly so that the benefits are received directly by the community. The key word of success is in creative and innovative with culture as its basic capital.

Administratively, Denpasar consists of 4 sub-districts with 43 villages. 10 Villages are located in South Denpasar District, in East Denpasar 11 Villages, in West Denpasar 11 Villages, and 11 Villages are in North Denpasar. Denpasar city area of 12,778 ha or 2.18 percent of the area of Bali Province. This city before it was referred to as a municipality is an area of Badung Regency and the location of the Provincial Government of Bali. Status as the Administrative City of Denpasar since 1978 and only in 1992 then the Denpasar City Government was appointed with I Wayan Suwenda as its Mayor.  

With a population that has exceeded 900,000 people with the highest population density, about 10,000 people / Km2 in West Denpasar District; on land that is relatively un-growing, making various dynamics that affect and grow on super structures until the infrastructure of the community has an impact on land that demolishes ownership, function, and so on. The density of the population that has exceeded the limits of its carrying capacity and capacity if not managed together with the community can color the image of the city from squalor, increasingly hot temperatures, floods, traffic jams, garbage collection, infectious diseases, to social diseases.

Denpasar city which was built with the vision of Cultural Insight by Puspayoga and Rai Dharmawijaya as Mayor and Deputy in 2000 has shown evidence of improvement for the sake of improvement that is very felt and enjoyed by the community. Now, Cultural Insights has taken place entering the 19th year, namely "CulturalLy Minded Creative Denpasar in Balance Towards Harmony" proving excellence, achievements, and achievements in various fields such as Livable City, Smart City, and others.

Superior cultural capital that is performed creatively boils down to the utilization of "management" heritage as one of its development assets. has delivered denpasar city with various achievements measurable "facts" and immeasurable "taste".

If compared with Local Native Income (PAD) with other districts in Bali, the acquisition of Denpasar city is not too big. PAD Gianyar Regency's latest information has recently surpassed denpasar city. The amount of PAD Denpasar obtained from revenue, balance, and other legitimate income, in the last two years calculated in 2017 and 2018 the increase is not too big, but exceeds the target. From several sources obtained data that PAD Year 2017 realized a total of Rp 2.058 Trillion, while in 2018 the realization amounted to Rp 2.12 Trillion.

The breadth of the planned development coverage of activities and programs each year is tightly controlled so that the benefits for improving the quality and income of the community can be increased. Development is intended not only physical objects, but also intended for the development of human beings "non-physical". Limited funds coming from PAD do not have to reduce the courage and seriousness of the Denpasar City Government to carry out sustainable development based on the Vision of "Culturally Minded Creative Denpasar In Balance Towards Harmony"; with great attention to the balance of economic, environmental, and socio-cultural dimensions framed with the philosophy of Tri Hita Karana.

Creativity and innovation are two very strong words cause and effect relationships to be utilized as much as possible to improve the quality of natural resources and human resources. Various creativity accompanied by innovation not only belongs to the city government but invites the community to be involved in every step of development. The contribution of community participation whose strength is in banjar dinas and adat community has been proven to record various achievements that improve the image of Denpasar City.

The number of Banjar Adat recorded from BPS data of Denpasar City in 2017 there are a number of 359 Banjar Adat and 406 Banjar Dinas spread across four sub-districts as the center of Promotion, Protection, Utilization, and Empowerment of culture is a solid and main asset for the development of Denpasar City now and in the future. This capital that delivers various achievements both as Smart City, Heritage City, Comfortable City, Happy City, Prosperous City, and then the City of Inovasi.

Innovation can be ideas, methods, and tools framed through limitations that give rise to creativity that boils down to the results of innovation. Innovation costs money, but the amount of funds is not everything! Synergy of planning and working together with the community through social inclusion becomes necessary, important and mandatory. That's why the Denpasar City Government to date has launched 102 innovations including 50 innovations in the field of public services, 28 innovations in the field of governance, as well as 24 other field innovations.  From these innovations have managed to get 78 national and international awards that are expected to be an improvement in performance, public services, governance and regional development.

Spirit and soul serving is the sacred meaning of Sewaka Dharma. The building is a silent witness to how the city government strives to bring about innovations, in the form of ideas, methods, and tools. Some other innovations include Public Service Mall, River Arrangement as seen in Tukad Bindu, Tukad Badung, and Taman Pancing, Online People's Complaint (Pro Denpasar), Damakesmas, Revitalization of Traditional Markets, and Call Center.

Commitment, cooperation, seriousness and integrity of each development actors along with the community and suasta in denpasar city with all its limitations through creative thinking gave birth to new breakthroughs in the form of innovation, has been able to record the achievements of HDI (Human Development Index) in 2018. is the highest HDI achievement city (83.01) in Bali Province.  Similarly, the success of Denpasar City towards the Community Happiness Index (CHI) which reached 74.63 in 2017, is the highest city for Bali Province, even from one of the sources declared the highest for Regency / City in Indonesia

In 2019, several achievements or awards obtained by the Mayor and Denpasar City Government include: 1). Ida Bagus Rai Dharmawijaya Mantra as the Mayor of Denpasar received the National Best award in terms of Regional Development Planning 2019 from Indonesian President Joko Widodo, on May 5 in Jakarta. 2). The Main Categorical Child-Friendly City on July 23, 2019. 3). Denpasar is the ninth of the ten healthiest cities in the world (according to Travel Supermarket in Denpasar.kompas.com (2019). The most popular city in Indonesia with a score of 60.2% includes a moderately solid category given by FIABCI – Asia Pacific International Real Estate Federation in Jakarta on September 13, 2019. These results were obtained through a survey using the Prosperity Index method developed by UN-Habitat to monitor the implementation of Sustainable Development Goal’s (SDGs) and new urban agendas. 5). The most sexy and proud is when The Mayor of Denpasar received the first rank award for the most innovative city in Indonesia on October 7, 2019 at the Innovative Government Award (IGA). From the information that is worthy of trust, denpasar city is now waiting for an invitation from the Indonesian Institute for Public Governance (IIPG) related to the 2019 Anugerah Pandu Negeri Award that will be received by 63 local governments throughout Indonesia.

Various achievements achieved by the city of Denpasar lies in the visionary of a mayor coupled with planning, coordination, good and correct recording by each OPD accompanied by full support by the community, privat, and of course the DPR. The participation of communities centered on Banjar Dinas and Adat is the main capital of innovation transformation by the government.

Funds are not everything, but necessary. More importantly, what is needed is the strength of thought in each community that is synergistic and strategic towards future development. Success in terms of innovation should also be seen as part of efforts to strengthen ideology in the face of changing identity, while maintaining and improving the achievements that have been achieved. The capital of creativity that embryos exist in culture should be used as seeds of innovation that benefit prosperity, happiness, and prosperity. Congratulations.
