The Impact of the COVID-19 Pandemic on
Budget Changes and Krama Behavior
in the Customary Village Government

Since the announcement of Covid-19 as
a National Disaster by President Joko Widodo, there has been a change in
expenditure budgets at the Central, Regional and Customary Village Government.
Based on the Local Regulations of the Province of Bali No. 4 of 2019, the
Customary Village Government is required to make a revenue and expenditure
budget for a one year period. Customary Village Revenue and Expenditure Budget,
includes: a. revenue section; b. expenditures section; and c. Customary village
financing. The expenditures section includes: a. routine expenditures; and b.
program expenditures.
In the
implementation of COVID-19 prevention a lot of money is needed to purchase
facilities and infrastructure. Related to these expenditures, each Customary
Village Government makes changes to the revenue and expenditure budget,
hereinafter referred to as Changes to the Annual Work Plan (RKT). In the
modification RKT, has been budgeted for a village-based COVID-19 countermeasure
program for Customary Village was Rp 150,000,000. So the total budget for
COVID-19 countermeasures in 1493 of the Customary Village Government of Bali's
amounted more or less Rp 224 trillion. With this change of RKT, many programs
of Customary Village Government cannot be implemented this year. Programs that
are postponed for implementation such as: a. Establishment and development of
the Baga Utsaha Padruwen Customary Village (BUPDA) and Labda
Pacingkreman Village (LPD); b. The activities of exploring and fostering
the art of guardians, bebali art and traditional arts in the Traditional
Village and so on.
Prevention
of Customary village-based Covid-19 involves Krama Adat, Krama Tamiu and
Tamiu, which are members of the Banjar Adat community, Adat Village, Paiketan
Pamangku; b. Paiketan Serati; c. Paiketan Wredha; d. Pacalang; e. Yowana Desa
Adat; f. Paiketan Krama Wife of Customary Village; g. Pasraman; and h. Sekaa and
other Customary Institutions. Prajuru Adat Village Government has made a pararem
on COVID-19 Prevention and Control Arrangement in Wewidangan Adat
Village. This arrangement is intended to provide guidance to Prajuru, COVID-19
Prevention Mutual Assistance Task Force, Krama Adat Village, Krama
Tamiu, and Tamiu in implementing the prevention and control of
COVID-19. To expedite the termination of covid-19 customary manners and other
karma made a joint agreement to prevent the transmission of Covid-19. With this
mutual agreement, it is expected that Krama Adat, Krama Tamiu and
Tamiu Villages, comply with health protocols to prevention the COVID-19.
They mingled with each other, reminding each other how dangerous the corona
virus is, therefore good cooperation between them is needed. An interesting
thing found in traditional village government is the mutual cooperation
tradition which is social capital, where traditional manners, tamiu and tamiu
manners which are relatively well-established in socio-economics generally have
the nature and are accustomed to doing the habit of doing social philanthropic
activities by donating packaged of rice or other foods to misfortune that was
affected by the COVID-19.
Because cases related to COVID-19
continue to increase and cannot be controlled, a new discourse to come to terms
with COVID-19 is known as New Normal. In an article the author did not
mention, New normal is actually back to normal, but yesterday's life was
abnormal. New Normal is the destruction of an abnormality and the return
of a normal life. Why is that?. The answer is simple, when we buy coffee at
Starbucks at a price of Rp. 70,000, - and if calculated the basic price of the
coffee is only Rp. 20,000, - the remaining Rp. 50,000 to buy symbols or
prestige. The question is : do we still need things that are unreal
today.
New normal today which is being
discussed by the Government is a new order system of life. Every person
traveling outside the house is required to wear a mask, keep a distance,
consume nutritious food, do a healthy
lifestyle and wash hands as often as possible. Are there any lessons that we
can contemplate to live a life going forward? Clean and healthy lifestyle
(PHBS) is not only certain families that can live it like a family doctor for
example, we as traditional manners, tamiu manners and tamiu can
implement such patterns that will have an impact on health. To stay healthy we
should exercise every day, yesterday we used a lot of time to relax at Starbucks
or at the Cafe we change to exercise. The money we used yesterday to buy coffee
at Starbucks is now shifting to buying nutritious food. Let us return to the real
normal life.
