Identification of Requirements and Development of Competency Training Models for Agricultural Extension Workers in Industrial Revolution 4.0 in Bali Province

Abstrak
The potential of agricultural resources is
very possible to be developed to achieve maximum productivity. The achievement
of agricultural productivity is closely related to the behavior of farmers.
Improvement of farmers' behavior can be done through providing agricultural
innovation information needed. The communication process of agricultural
innovation can use information technology in the industrial revolution era 4.0.
The problem is, how can the ability of agricultural extension workers transform
agricultural innovations to farmers in today's information technology (IT)
advancements? The purpose of this study
is to analyze agricultural extension workers performance, agricultural
extension workers behavior, agricultural extension workers training needs, and
design and methods of training for increasing competence of agricultural extension workers in the
industrial revolution era 4.0. The study was designed using a survey method
combined with correlational and explanatory methods. The study was conducted in
the Province of Bali with a population of all agricultural extension workers
from several state agricultural agencies. Proportional sampling method was used
to determine the number of samples and the purposive sampling method was used
to select respondents. Data was collected through interview techniques, in-depth
interviews, focus group discussions, and expert choices. The data was analyze
using tabulative techniques and Structural Equation Modeling approach with the
SmartPLS analysis tool. The results of data analysis is interpreted through
descriptive methods. The results of the first
year of research show that: (1) The performance of agricultural
extension workers in the implementation of their job and function is
quite good; (2) The intensity of agricultural
extension workers response to the information technology is quite good;
and (3) Training needs in an effort to increase agricultural
extension workers competence in the use of information technology
include aspects of: (a) IT application principles; (b) IT usability; (c)
examples of IT successful practices; (d) deepening of IT practices; and
facilitation-supervision of IT utilization.
