REGULATION OF BALI COMMUNITY ECONOMIC STRENGTHENING BASED ON LOCAL RESOURCES TO REACH INDEPENDENCE OF INDIGENOUS VILLAGE IN THE BALI TOURISM

Abstrak

This study aims to determine the economic growth of the Balinese people through the regulation of strengthening the economy of indigenous villages towards the independence of indigenous villages in the tourism area of ​​Bali. Through the strengthening of the economy of indigenous villages, it will certainly bring big changes to the community of indigenous villages and the people of Bali in general. It can be seen through BPS data of the Province of Bali that the rate of economic growth in Bali in the third quarter of 2019 was recorded at 3.12%, not as good as the economic growth in the third quarter of 2018 which reached 6.15%. There appears to be a slowdown in economic growth in 2019. On the other hand, the policy direction of the Province of Bali as outlined in the Bali Province Short-Term Priority Program that is accommodated in the Vision and Mission of the Governor of Bali to realize Bali is economically independent through the development and development of new economic centers in accordance with regional potential by empowering local resources. The Policy Direction regarding Bali being economically self-sufficient is accommodated in the Provincial Regulation of Bali Province No. 2 of 2019 concerning RPJMP and Regional Regulation of the Province of Bali No. 3 of 2019 concerning RPJMD. Based on data on slowing economic growth in Bali in the third quarter of 2019, it seems less in line with the policy direction of the Province of Bali to realize that Bali is economically independent, namely through the development and development of economic centers based on local resources. Therefore it is important to do in-depth research to find out the regulatory and strategic aspects in an effort to accelerate the economic growth of the community based on local resources in order to realize the independence of indigenous villages, especially in the tourism area. The method used is socio legal research by examining the regulatory aspects relating to the development of the Balinese economy based on local resources as well as studying the local Balinese community in conducting economic activities, so that strategies can be found in strengthening the economy of the Balinese community based on local resources to towards the independence of the customary village in Bali .
