NILAI TAMBAH PADA RANTAI PASOK BERAS DI PENEBEL TABANAN BALI

Abstrak
The purpose of the study was determine the rice supply chain in Penebel Tabanan Bali, determine the value added at each element of rice supply chain in Penebel Tabanan Bali, and make some alternative policy recommendations to increase the value added to the rice farmers. The study was conducted from February to April 2016. The study used survey method with questionnaires to farmers, penebas, collectors, grinders, wholesalers and retailers. The data analysis was uses Hayami Method to determine the added value of each element of the supply chain. There were three patterns of the supply chain of rice Penebel Tabanan, Bali, the first pattern was farmer - penebas - the mediator - grinder - wholesalers - retailers, the second pattern is farmers - the mediator - grinder - wholesalers - retailers, and the third pattern is farmers - grinder - wholesalers - retailers. The flow of product moving from farmers and ending at retailers, while the flow of money and information move from retailers and end up in farmers. The added value of the farm level amounting to Rp.679 / Kg to farmers on the first pattern of the chain , Rp.1.121 / Kg to farmers in the second pattern of the chain, and Rp.1.241 / Kg to farmers in the third pattern of the chain. Penebas get Rp.327/Kg of value added. Collectors obtain added value of Rp.650 / Kg. Grinder generate an added value of Rp.877 / kg for rice of grade 1, Rp.595 / kg for rice grade 2, and Rp.538 / kg for rice grade 3. Wholesalers gets an added value of Rp.480 / kg - Rp.755 / kg which is derived from rice grade 1, 2, and 3, while the element retailers gain added value of Rp.461 / Kg. Based on the results of the calculation of value-added alternatives formulated several recommendations to increase the added value in the provision of such farmers among farmers, use the local labor in the harvesting process, use the value creation, and maintenance of good relations between elements of the supply chain.
