Cosmetics are materials that are ready to use outside the body such as hair, face, nails that can beautify the appearance to be more attractive. Cosmetics are very desirable and needed by the community and many various cosmetics circulating in the market. Nowadays, there are many consumers who buy cosmetics products that have no quality, and the absence of cosmetics products already listed or not in the BPOM. The low price offered comes from materials that are purchased in lower quality or even dangerous and do not use any distribution permits. The purpose of this writing is to know and understand how it is responsible for consumers who use illegal and harmful cosmetic products. This research uses empirical research on empsliced. Consumers are entitled to a comfort, safety, and safety in using the cosmetic products offered to him. Pursuant to article 19 number 8 of 1999 about the consumer protection, the treatment of the business can be held accountable by giving compensation to consumers in the form of refunds or the replacement of goods related to the loss of consumer suffered.
