MODEL PENGELOLAAN WILAYAH PESISIR BERBASIS MASYARAKAT COMMUNITY BASED DEVELOPMENT

Abstrak

Indonesia is a country gifted with abundant marine resources. This potential should indeed be utilized for the improvement and acceleration of national economic development. Optimal and proportional utilization of marine resources will eventually help the communities living in the coastal areas to escape from the trap of proverty. Coastal area development has been regulated in the Law No. 1 of 2014 regarding Amendment to the Law 27 of 2007 regarding Coastal Area and Minute Islands Development, the Regulation of the Minister of Maritime and Fishery No. 40/PERMEN-KP/2014 regarding Roles and Empowerment of Communities in Coastal Area and Minute Islands Development. These regulations have provided directives to the coastal communities in developing and managing the coastal areas by observing the local traditions and widoms. According to this research, the appropriate community-based coastal area development in bringing prosperities to coastal communities has not been well formulated. This research is designed as an empirical legal research aimed to analyze the community-based coastal area development models. The result of the research concludes that the ideal model of the community-based coastal area development must be formulated from appropriate synergy and interaction among the government, the communities and values of local wisdoms. The empowerment of coastal communities in developing the coastal area management model is also an important issue aimed to encourage their independency. The employment of this model will bring benefits as the active participation of the coastal communities may increase incomes, preserve the coastal area, and provide more spaces to the coastal communities in developing and managing the marine resources by observing the potentials, characteristics and socio-culture of the people. Active roles of the coastal communities also bring hopes to the eradication of poverty issues that eventually will end up to the materialization of coastal communities justice and prosperity.
