Concept and theory of TOD developed by Cervero and Calthrope in America was basically built for the urban center area or business area (CBD), but the conditions will be different if done in the Tourism area in Indonesia which is generally located in an urban transition area (urban neighborhood). There are many problems faced by tourism areas related to connectivity and land use issues around them, which can be related to the TOD concept, but in reality the concept tends to be formulated in the typology of urban areas with mixed functions, where residential and office functions are catalysts. The question now is how to prepare this TOD concept in an Indonesian tourism area dominated by urban neighborhood typology, with tourist accommodation as the main generator?

The big problem in developing urban areas in Indonesia, which is very cliché, is traffic jams due to uncontrolled transportation systems. The transportation problem decreases the productivity, vibration, and livability of the area, including tourist destinations. In Bali, this happens in the Badung Regency, for example in the tourist destinations of Kuta Beach and the Canggu Region. At the time of departure and return from work, school, and including tourist activities, the area is almost jammed in transportation. Transit-based development (TOD) can improve accessibility, connectivity and optimization of land use in tourism areas. This can increase the vitality of the tourism area, so as to optimize the potential of the region. On the other hand it is able to provide better quality urban space for the convenience of traveling activities.
