Is the Transfer of the Ubung Terminal Operational to the Mengwi Terminal, Effective?

Ubung Terminal has long been a central terminal and a center for bus passenger transfers both from within the province and between provinces. The popularity of the Ubung terminal is better known to the public compared to other terminals in Bali because of the strategic location of the Ubung terminal and is in Denpasar City which is the center of the Capital of the Province of Bali. In fact, Bali has a Type A terminal that actually functions as the central and estuary center of all buses in and out of the Province of Bali. The terminal is the Mengwi Terminal, which is located on the border area between Denpasar and Badung Regency, more precisely on Mengwi-Mengwitani Street, Badung Regency.
The Mengwi Terminal is operationally functioning as the only main terminal (main terminal) in the Province of Bali to function as a "central terminal" in serving the movement of passengers in and out of Bali and internal trips in Bali. This central terminal is expected to become a transfer point for the flow of passengers and public vehicles in the Province of Bali from the West Bali region to East Bali, South Bali to North Bali or vice versa. However, because people have long been accustomed to the flow of passenger transfers at the Ubung Terminal, resulting in the lack of the Mengwi terminal as the main terminal in Bali Province. People prefer to transfer from and to Bali through the Ubung Terminal, because it is considered more strategic.
From this, the Government began to move to optimize the role and function of the Mengwi terminal as a Type A terminal which is basically operationalized as the main terminal in Bali Province. Moving the Ubung terminal to Mengwi Terminal does not mean physically transferring the terminal and all existing infrastructure. The transfer of the terminal in question is the removal of administrative matters such as services, the Department of Transportation, and all matters relating to governance. So that the Mengwi terminal will be revitalized and become a central terminal not only as a bus transfer location, but also as a center for supervision and management of land transportation management in Bali. However, in its implementation, the transfer of operational management from the Ubung terminal to the Mengwi Terminal was constrained by a number of things that made the terminal transfer not optimal.
The first problem The factors that affect services in the Terminal are not yet optimal, namely the lack of Human Resources (HR), such as traffic control officers, health workers, Civil Servant Investigators (PPNS), and motor vehicle testing officers. So it is necessary to prepare adequate and adequate human resources before moving the operational management. The second problem is the time required for the passenger departure mechanism in accordance with the schedule and destination of the departures set by each party. The bus will come every 30 minutes to drop passengers into the Mengwi Terminal. Inter-city transportation within the province (AKDP) starts operating at 6:00 a.m. to 21:00 a.m., while public transport is not scheduled for arrival and departure because it is a tourist bus that arrives at the Mengwi Terminal and passengers who want to go to tourism
The third problem arises from inefficient service costs. Buses and passengers entering the Mengwi Terminal are only charged parking fees and are not charged the entrance ticket fee. The Mengwi Terminal is still in the stage of revamping the infrastructure in the form of terminal facilities and infrastructure, when the improvement is maximized as a whole, there will be a charge or service charge. The cost of transportation services at Mengwi Terminal, namely the first Inter-Provincial City Transport (AKAP), is charged according to the desired passenger destination. In addition, the Fourth issue concerning infrastructure is also a significant problem. Existing facilities and facilities at the Mengwi Terminal, namely the departure lounge, parking, ticket purchase, toilets, lighting, television, computers, the departure and arrival terminals of the AKAP, AKDP, Angkot and Angdes buses, the stopover bus terminal (tourism ). Finally, the competency of officers in the Mengwi Terminal has not yet been achieved. Officers who work in the Mengwi Terminal have a minimum high school education level (specifically high school graduates will receive technical training training services at the Land Transportation Management Center. However, officers are still constrained by foreign languages when passengers long distance coming to the Mengwi Terminal.
As a common thread from the above explanation, the authors conclude that moving the Ubung terminal to the Mengwi Terminal is a good step from the government considering that the Mengwi terminal is a central terminal. However, this becomes less effective if it sees facilities, infrastructure, resources, procedures, fees or entrance fees for the Mengwi terminal and several other components in the Mengwi terminal that are not ready to be operated as a Central terminal in Bali.
