LOCAL WISDOM-BASED TOURISM, ALTERNATIVE STEP GOVERNMENT TO BUILD SUSTAINABLE TOURISM IN TABANAN JATILUWIH

tourism does have different distinctive characteristic of each region. The
characteristic that brings tourism to be more popular in the community.
Jatiluwih, one of the tourist Iccon in Tabanan that introduced as tourist
attraction (DTW) since 1997 and in 2012 Bali received special recognition from
UNESCO with the establishment of a world cultural heritage with Cultural
Landscape of Bali Privince. The Subak System as a Manifestation of the Tri Hita
Karana Philosophy (Bali Cultural Landscape: Subak system as manifestation
philosphy Tri Hita Karana) and Jatiluwih are included in the Subak landscape
area of Catur Angga Batukaru which is one of the One of the five areas in Bali
set by UNESCO to be the World Cultural Heritage (WBD). Since being registered
as a world cultural heritage by the UNESCO development and growth of tourism in
the village Jatiluwih experienced a very rapid increase. Here is the data on
the number of foreign tourists visitors and tourists in Jatiluwih village from
2012 until 2016.

Tourism is a cultural tourism that emphasizes the concept of Tri Hita Karana
and Subak system as well as the life of society with its indigenous traditions
that serve as the object of tourism. The area of this farm is 305 hectares,
which is divided into Subak area, namely Subak Jatiluwih, Subak Gunung Sari,
and Subak peace. Then each subak is further divided into smaller areas called
Tempek-Subak, among them Tempek Umakayu 36 Ha, Tempek Gunung Sari with an area
of 37 Ha, Tempek Telabah Gede with an area of 113 Ha, Tempek iron necklace with
an area of 46 Ha, Tempek Umaduwi with an area of 21.7 Ha, Tempek Kedamean with
an area of 56 Ha, and Tempek Kesambi with an area of 11 Ha The reason in the
building of cultural tourism is because tourists visit to Bali each year showed
considerable improvement, and the world tourism trend is now more attention to
environmental sustainability in determining the choice of tourist destinations
that will be visited, in addition to the safety and comfort aspects. So the development
of this cultural tourism will be expected to lift the image of the culture.
This is what eventually prompted the government to implement local wisdom-based
tourism in Jatiluwih, Tabanan regency.
In a
study the author has done titled "Implementation of Policy on sustainable
tourism development and development based local wisdom in Bali (case study:
Jatiluwih village, Tabanan Regency)" The successful implementation of
Paririwsata in the local wisdom was measured using the implementation theory
with an observational termination by adhering to 4 elements i.e. communication,
disposition, resources, and bureaucratic structure.
Based on the communication dimension,
between the Tabanan Regency government and the Jatiluwih Village Government,
the community established a direct communication and consistency of
information. Similarly, the village government with the farmers who is a
leading sector that helps in supporting the success of local wisdom-based
tourism considering the rice fields into a central object or an icon in the
area of Jatiluwih tourism destination. Further seen from the dimension of
disposition, jatiluwih Tourism Village still retains its local wisdom, which is
subak and terracing as tourist attraction and coupled with the existence of track
route in the middle of rice field without having to damage the surrounding rice
fields which is as the source of the livelihood of jatiluwih people, so that there
is synergity between tourism and agriculture especially in Bidangsawah and
Subak.
Next is an observation based on the
dimension of resources, judging by the number of staff or employees in the area
tourism destination Jatiluwih is quite adequate. There is a clear division of
tasks between the village government and the Jatiluwih DTW Management Agency,
the village bureaucracy can be maximised while the employees or staff in the
DTW Management Board of JATILUWIH will further lead to the management of the
area of Jatiluwih tourism, then between the village bureaucracy with the
management of Jatiluwih tourism destination become directional and not mixed
The final dimension is the dimension of the bureaucratic structure in the
implementation of sustainable tourism development and development based on
local wisdom in Jatiluwih, the agreement of five Parties, namely Dinas Village,
Jatiluwih Traditional village, Gunung Sari Traditional village, Subak
Jatiluwih, and cooperate with Tabanan Regency Government. The five-party
agreement formed an independent management management called the DTW Governing
Board of JATILUWIH. In this management
also formed covenants, which govern the revenue share.
Conclusion that can be the author
pull from the above exposure is the development of local wisdom-based tourism
in Jatiluwih village is already well implemented. Some components such as
resources, infrastructure, until the organization that manages to be adequate
enough so as to develop tourism Jatiluwih based local wisdom.
