    TOSS stands for Local Waste Management Site is a program of processing waste into electricity. This program is carried out in collaboration with the Klungkung Regional Government, Indonesia Power and the PLN STT Campus in tackling waste and then processing it directly through the process of peyeyeisasi, briquette / pelletization, and gasification using bio activators. The background of the existence of the TOSS program is the problem of waste that has indeed taken root in various villages in the Klungkung regency which was coupled with the closure of one of the TPA in Klungkung, namely the Sente TPA because of over capacity. From these various garbage problems, the Klungkung Regency Government took the initiative to overcome them by rolling out the TOSS (Local Waste Management) program. The running of this program itself not only solves one problem but two problems at the same time. All the results of this waste management namely electricity is also useful for the local community in Klungkung regency. Electricity which is the result of this garbage processing cannot be used immediately because in this processing the original results are in the form of briquettes and pellets. These briquettes and pellets will then be processed by PT Indonesia power and then used as electricity fuel. Since the first launch of this program carried out by the Regent of Klungkung himself, namely I Nyoman Suwirta in Balai Subak Pekraman Lepang Village, Takmung Banjarangkan Village, this program has always been expected to develop throughout the villages in the Klungkung Regency.

    Now, after three years, the Klungkung Regency Government has further optimized waste management by budgeting Rp 2.7 billion, which will also have a learning center or learning center about TOSS. This is done by the government so that the TOSS program is truly felt by the community in Klungkung Regency. Because in the past even many people did not know about this TOSS program. Therefore, it is necessary to optimize in terms of tools, services and re-socialization related to this program. These developments and improvements are in line with the initial goal of realizing this program so that 100% is implemented in villages in the Klungkung area.

    Development and improvement can provide more benefits and ease in implementing this program and will indirectly make the name of the Klungkung Regency skyrocket. It has been proven that in the past several years, this program has been used as a pilot event for the nation because it is so innovative and able to empower rural communities. The Ministry of Public Works and Public Works together with the Depok Environment Agency has also acknowledged how interesting this program is after visiting TOSS of Gelgel Village and Lepang Village to observe how the waste processing process in the TOSS Program is in 2018. With this program becoming more familiar, this program might be able to develop and compete with various other programs in waste management. So it has been proven that this program is not an ordinary program, but this program is a new innovation and breakthrough, which of course is indeed needed by the current Klungkung community and maybe Bali in the future. The Bali government should have participated in developing this program so that this program can be carried out on a regional scale in Bali because of course the real program is more effective than just launching binding regulatory products here and there without legal clarity.
