The Central Government Region of Bali Province or better known as the Civic Center Area is located in Renon Village, South Denpasar District, Denpasar City. This area, which began to be "opened" around the 80s, was initially able to emerge as a central government area that represented the governance hierarchy values ​​through the consistent application of spatial and building regulations, both on a local and national scale. This area then becomes a reference in the arrangement of the environment and buildings for the surrounding area and similar areas in other places in the province of Bali.

In 1984, the area had a Master Plan as a direction for spatial planning and building architecture. This plan is not only to regulate the area inside the ring road, but the development of the surrounding area (buffer) outside the ring road has also been arranged through the LC (Land Consolidation) model. The hope is that an orderly and orderly area will be created through land use and building architecture arrangements, to ensure the availability of infrastructure networks, public facilities, and office-specific facilities.

 

Development of land and space utilization without control

Current conditions indicate that the use of land and space  in the ring road no longer fully functions as a government office. In it has developed other functions such as private offices, hospitals, restaurants, and other commercial function buildings including temporary shanty temporary residential buildings.

Land and space utilization that occurs outside the ring road also develops without control. In areas that were initially expected to support the functions of this central government, various land and space uses such as dwellings, educational facilities, culinary facilities, and other uses that tended to lead to commercial functions developed. Trade and service activities from small to large scale are very prominent and flourish adorn the outside of the ring road network. Temporary traders and street vendors seem to be fighting over the available vacant land without remainder.

 

Various architectural faces degrade the image of the region

The type and intensity of land use moves indefinitely, as if outward from the established standard. Not only outside the ring road, instead inside the ring road which should be used for government office functions instead turns into mixed function use as if mixed up together without a clear pattern.

The appearance of office buildings also presents a variety of architectural faces that tend to follow the dynamics of the development of contemporary architecture. The concepts and philosophical of Traditional Balinese Architecture which should appear at the forefront and become the guideline in every development are ignored. The architectural face of the building appears without meaning because it follows the architect's taste. The development of various architectural functions and faces of buildings that do not support the main functions of the region as a central government tends to reduce the functional, physical, and visual qualities of the region. The chaotic land-use arrangement and building architecture caused the image of the Central Government of Bali Province to be severely degraded, along with the inconsistency of the enforcement of spatial and building rules.

 

Conclusions and suggestions

As the central government area which has become an icon for other office areas in the Province of Bali, the image of the Central Government Area (Civic Center) of the Province of Bali should be returned to its original "position". For this reason, some suggestions that can be proposed are as follows, namely: (1) listening to current conditions, it is necessary to have a thorough review and evaluation of the spatial and building policies that govern the Bali Province Civic Center Area; (2) spatial products that are still relevant for regulating land and building use in the Civic Center Area of ​​the Province of Bali must be implemented consistently and consistently; (3) the use of land and buildings that have violated the provisions of the existing rules must be carried out in a strict and fair manner; and (3) the last effort that must be done is to rearrange the function of regional land use and building architecture based on a comprehensive study and involve all stakeholders.
