Local Community Empowerment Through Community- Based Tourism Development In Petang Village, Petang Subdistrict, Badung Regency, Bali tang Subdistrict, Badung Regency

  Community empowerment is a fundamental issue in the  development of community-based tourism. The community  empowerment in the context of tourism development is interpreted as an effort to strengthen and increase capacities, roles, and initiatives of the community as one of the stakeholders in the development of tourism. Community is obviously an important actor and ricipient of significant benefits from tourism development activities that will improve the quality and welfare of his life. However, the roles and position of the community as the subject and beneficiaries of tourism development have, in fact, not been run optimally.

 This study aims at examining the pattern of rural tourism development, assessing the level  of empowerment of local communities in the development of rural tourism, and reviewing strategies for empowering local communities through the development of rural tourism.

  This study  was conducted in Petang Village, Petang District, Badung Regency, Bali. Respondents of this study were 100 people, where the research samples  (village) were determined purposively, and the samples in the form of community were determined by proportional  rendom sampling. Primary data collection was obtained by utilizing three instruments, namely questionnaires, in-depth interviews, and non- participant observation, while the data  analysis method was descriptive analysis and descriptive statistics techniques.

  This study indicates that the development of tourism in the village of Petang does not entirely comply with community-based principles. This is evidenced by the level of the community empowerment, which is measured from the level of inappropriate community participation in the development of tourism. The strategy to improve community empowerment  is through a capacity building strategy that focuses on three aspects, namely strengthening economic efforts, strengthening institutions and improving the quality of human resources. These efforts should be supported by the commitments from the goverment through structural policies oriented to local communities
