Bali tourism is unquestionably its role in the turn of the economy in Bali. Infrastructure Development is growing rapidly which serves to further facilitate access and supporting facilities in tourism. Bali tourism has been tested several times starting from the Gulf War in the early 1990s, the Bali bombings in 2002 and the Bali bombings in 2005, the SARS virus 2003, the 2004 bird flu virus, cholera and diarrhea issues in 2007, the world economic recession in 2008, the eruption of Mount Agung 2017 and the worst Covid-19 Pandemic in 2020.

Scientifically (both exact and social humanities) have understood that no entity has ever been completely stable. The undeniable dynamics (Hinduism in Bali refers to the power of Bethara Kala / Sang Waktu), there is always a process that will be interpreted differently by humans, society and the environment. But the point is that in any process time, effort / effort and the role of the environment are required. There is always a cycle that is often denied by humans because of interests.

Like when the Pandemic felt threatened the existence of Bali tourism with the closure of tourist attractions, social distancing and stay at home which was very worrying for the tourism industry. But behind it all that has a very negative impact (indications of layoffs, there are hotels and restaurants for sale, community income and regional development income decreases and others), if positive meaning can be taken.

It is well known that tourism as an industry in addition to requiring creative efforts to always innovate also has a very influential impact on various lines of life of its people. All Balinese people and tourism components must be honest and acknowledge that there have been changes both tangibly and intangibly in various segments of Balinese life. Although socio-cultural changes are the essence of dynamic society, at least these changes can be planned so that it will minimize the risk of cultural degradation, social pathology, crime, environmental damage and other negative impacts. When quantity is pursued by setting aside quality it will make tourism resilience vulnerable (starting to think, plan and realize tourist attractions that do not tend to follow the market, but in accordance with local character and potential).

The role of the government, the tourism component and the Balinese community in general including representatives of the people must have a similar vision and mission to realize sustainable tourism development in Bali. If it is agreed that the paradigm of Bali's tourism development is Cultural Tourism, the logic of Bali's tourism development cannot be separated from cultural attributes as a symbol and identity of Bali. If you want a different tourism development paradigm, then you don't need to be awkward or just be socialized and of course have to have the support of all the components above to make it happen so that it is clear what is the focus in the future development of tourism in Bali.

Responding to this, it is very much needed a real step towards realizing Bali's tourism development going forward based on facts and facts on the ground and not originating on paper considering that this small Bali should not become over capacity. Economic growth must be pursued, but it is time to think about and realize that economic equality is no less important, taking into account both logical and humanities aspects.

During this pandemic, at least it is a momentum to review and initiate creative ideas that are realistic, synergistic, comprehensive, coordinative and futuristic. It does not need to be complicated and remote thinking, as many villages in Bali that have the potential to become tourist villages can be prepared in this situation. The key is local character, village potential, and community-based tourism (combined with an entrepreneurial spirit). So that tourism attractions and tourism products in Bali in the future are varied, innovative and not uniform but still in the core of cultural tourism.
