Increasing tourist visits to Bali, of course provide economic benefits for PAD (Regional Original Revenue) districts, cities in Bali especially Badung regency whose PAD is more than PHR (Hotel and Restaurant Tax), Increase the income of tourism entrepreneurs, direct income of the community especially employees who work in the tourism industry, as well as indirectly also increases the income of the farming community because many agricultural, fishery, livestock, plantation products are absorbed by the tourism industry especially hotels and restaurants and restaurants, the craftsmen's handicrafts are also absorbed especially as souvenirs bought by tourists.

Beginning in2020, especially starting at the end of March since the outbreak of the Covid 19 pandemic which hit almost all countries in the world, of course, the movement of tourists has declined drastically even tourist visits have stopped and tourism activities to the nadir because community activities including flight restrictions and the movement of all types of transportation is limited and up to the closure of tourism activities. Bali which made the tourism sector the driving force of the economy certainly experienced the impact of the economic downturn until the first quarter and the second quarter of negative economic growth in Bali. The cessation of Bali's tourism activities certainly have an impact on the difficulties of tourism businesses to finance the maintenance or maintenance of company facilities, difficulty paying debt installments, providing employee salaries so that many employees are laid off and even many employees are laid off (Termination of Employment).

Based on observations, if tourism activities are not opened or the tourism industry does not operate until this month, it is certainly likely that Bali's economy will deteriorate and it is likely that it will be difficult to revive the tourism industry. Responding to these problems, the local government of Bali will gradually move towards a new era of normality gradually and selectively open tourism activities while still having to follow health protocols according to WHO (World Health Organization) standards.

Starting early July tourism activities will be opened for local community visits, August will begin to be opened for domestic tourists and starting in September will be opened for foreign tourists or foreign tourists. All the people of Bali hope that as soon as possible tourism activities can gradually return to normal so that the economy can grow and develop as soon as possible.
