FINALLY, three candidates (pairs of candidates) to win DKI-1 and DKI-2 (governor deputy governor) were officially registered at the Jakarta Election Commission last week. Ahok-Jarot was carried by PDI-P, Golkar, Hanura and Nasdem. Agus-Sylviana promoted by Democrats, PPP, PKB and PAN. AniesSandiaga carried Gerindra and PKS. Various assumptions state the behavior of political party leaders to make a surprising move in submitting their pairs. Lobbying and tugging of candidates into political views became more interesting when the DKI Pilgub was analogized as a description of the 2019 presidential election. The story of Jokowi who previously started his electability ladder from the position of DKI-1 became a confirmation of the story of how the DKI-1 pilgub was a voter electability tester in seizing the RI-1 position. The contestation between the three paslon is predicted to be tough and tight. Even if it is predicted to be two rounds, then to win 50 percent + 1 of the valid votes becomes a winding strategy that must be adopted by each supporting party.
The emergence of these three paslon has a diverse branding strategy. There are those who rely on the firmness of the incumbent figure which is known as a straightforward figure, speak out frankly and this attitude is still considered a panacea for Jakarta's tough character, selling strategies of SARA issues (including betawi-non-betawi), arousing voters dejavu in the circle of power elite dynasty, until a figure who is considered representative of aspects of gender equality. Behind this strategy, there is a problem that is the number of faces of non cadres in each paslon, except Jarot who is a cadre of PDI-P. In the political science literature, political parties actually have the task of recruiting and forming cadres that require a long time. Political party control over the selection of candidates must be tight so that what is produced is a cadre of political parties who understand, are loyal, as well as able to translate the ideology they carry. Political parties become candradimuka craters for politicians by equipping cadres of skills, knowledge, experience, including involving in the career structure of the political parties concerned. However, Heywood (2013) asserted that the tendency of political parties currently to function reversely, where political parties volunteered themselves only serve as a political vehicle for powerful politicians to mobilize support during the electoral process. In this function the proposed candidates are recruited from a small group of people appointed by senior party leaders through a compromise route.
The behavior of political parties elites when they appeared in pairs in the Jakarta governor election this time seemed rushed. This is like announcing the candidate pair in the middle of the night last week, which implies the message that political parties seem haphazard and ignorant in identifying their best cadres. Political parties do not seem to have a mature and strong organizational strategic plan in nominating the best cadres in winning regional elections in this country. The emergence of non cadre figures in the Jakarta governor candidate pair is only considered as a proxy (third party) for the power struggle of the "political competition" in Teuku Umar (Megawati), Cikeas (SBY) and Kertanegara (Prabowo) and their cronies. The public question that arises is why PDI-P cadres only appear to be limited to cawagub, where are the other best PDI-P cadres. In some cases, many vice governors did not get along with their governors because they were delegated to the point of attending mere ceremonial activities. Why didn't Democrats propose Ibas and why Agus, who actually has a brilliant track on his military profession In this position the SBY camp and the elite political party circle were well aware of the risks of SBY's speech, which had stated that the military should not work in politics, including becoming a governor. This certainly requires a reliable spin (news filtering management) politics for his success team to control campaign attacks from other paslon. The same thing also happened to Anies's surprise move that he himself was willing to be carried by political parties that he had dubbed as "a mafia" during the 2014 presidential election.
In essence, the figure needed as a local leader is a figure who is able to prioritize creative innovation in carrying out autonomous development but still rests on the principle of governance. Innovation must move safely in the midst of the intense financial audit efforts of the BPK and KPK's actions. Each candidate pair is apparently indicative of this idealization, such as the figures of Ahok, Sylviana and Anis. The effort to seize the Governor of DKI Jakarta is a special position, besides being close to the RI 1 area, it is also close to the mass media which will faithfully blow up the governor's daily performance so as to boost electability. Moreover, sociologically, the Jakarta problem is a matter of the nature of life of the urban community, the majority of which are also faced by Indonesian people, such as traffic jams, floods, evictions, etc. Variety of problems that contain the character of the ―― dan‖ and the present contains aspects of emotion, anger and direct contact with the matter of the comfort of life, so that the action
