Uniformity is not always good, especially in the realm of institutional representatives of the people. Referring to words of wisdom, self-respect lies in words and body respect lies in clothing. CLOTHING is a form of human self-image as well as a bridge of meaning between human skin and the outside world. Through clothes, other people can give an impression, how true people who wear clothes. Clothing clearly distinguishes the status of power, hierarchy and lifestyle. However, through clothing too, our minds are constructed in hegemony and discrimination for decades. The true context of clothing is what seems to be incomprehensible to current DPRD members. Polemic on the amount of the council uniform uniform budget and its attributes in several regions. For the package of five sets of council uniforms, consisting of one set of Official Civil Clothing (PSR), two sets of Daily Civil Clothing (PSH), one set of Daily Service Clothing (PDH) and one set of Complete Uniform Clothing (PSL), district / city council / province set the budget around Rp 121 million (Garut DPRD) to Rp 275 million (North Minahasa Regency DPRD, North Sulawesi). The package includes sweetener accessories that are also uniformed, such as gold-studded tie pins for Rp. 5 million per piece or regional symbol pins made from gold weighing from 5 grams to 420 grams (West Sulawesi DPRD). The procurement of council uniforms is indeed varied in various ways, such as by distributing the best quality fabric in the city of Surabaya, which is priced at Rp. 700,000 for a 3.5-meter fabric plus a sewing cost of Rp. 500,000 per member. Even then, it was declared swollen. The magnitude of the budget for uniforms and their attributes is quite fantastic and makes people stroking their chests. Moreover, the money is allocated from the direct expenditure component of the regional budget. Instead, the procurement through a tender and auction process, but still leaves the story of nepotism and collusion. In some regions, the procurement of council uniforms and their attributes, the value is under Rp 50 million, so the rules only include direct appointments which are full of collusion and nepotism. The case in Tanjungpinang, Riau, the procurement of council pins was considered to be in violation of the specifications of the gold pin rust levels, eventually the case went to court and dragged the involvement of one person in the board. Ironically, when the police tried to confiscate gold pins as evidence, some members of the council refused to submit on the pretext, the regulation of the existence of the pins was based on the plenary board's decision, because the pins involved regional symbols that had to be respected, so law enforcement officials were asked to respect the constitution. Self-pride Council attire is also full of political interests. Regional actors outside the council questioned their uniform dressing as a means of bringing down the credibility of council members, especially incumbent candidates, in the election market some time ago with a strategic issue, wasting public money. This is a real picture of our people's representative institutions. Behavior that establishes identity of interest through symbols embodied in uniforms and uniforms, still includes an "excessive mindset of pride". It is very important if the MPs trace back the nature of uniforms of clothing wrapped in state institutional rules. As Teruo Sekimoto (in Nordholt, Outward Appearances, 1997) pointed out, the emergence of uniforms in this country is in line with the politics of uniforming the New Order era in the early 1970s. If in the courtyard of the house of the villagers, the left gate 19 and right 45 were built simultaneously, then among the students up to the highest ranks of civil servants (read: civil servants / bureaucrats) the upper class and below were instructed to wear uniforms. At that time, the uniforms of bureaucrats and councilors were an exclusive symbol to separate people who served the state from workers outside the state sector which was built on the logic of guarding the ceremonial tradition of power as well as stabilizing development. The conception of Javanese power also requires this uniformity as a form of harmony as well as hegemony which is reflected in the uniforms of the palace servants who are ready to serve and become servants of the ruler. Uniforms at this time are more actualized as a sign of the wearer's closeness to the authorities or the state in a more modern context. The position of our MPs who were clearly supported by the heterogeneity of their constituents at the time of the election, turned out to be too proud to maintain wearing uniforms from the burden of public budget financing. Although the performance of parliamentarians in other democratic countries is rare, even without instructions, wearing uniforms or attributes that are all uniform, their intrinsic function as a representation of the power of the people, is even more optimal with their clothing as they are. Looking at the phenomenon of the crossing out of the budgetary allocation for council uniforms in the amount of IDR 435 million by the DKI Jakarta DPRD Budget Committee.
