Administrative Reform in the Implementation of Regional Government

    In public policy and decision making, setting goals is an important dimension in administrative reform. The level of determining the achievement of objectives becomes a benchmark in determining the success and failure of the administrative reform program, so that an absolute evaluation standard is established to determine the effectiveness of administrative reform in achieving these objectives 

    According to Zauhar there are 3 internal objectives of administrative reform. First, administrative efficiency, in the sense of saving money, can be achieved through simplification of forms, changing procedures, eliminating duplication and other methods of organizational organization. Second, the elimination of administrative weaknesses or diseases such as: corruption, favoritism and friend system in the political system. Third, the introduction of a merit system, data processing through automated information, and the use of scientific knowledge.

    Based on these three aspects of reform, there are three other objectives relating to society. First, adjusting the administration system to increase public complaints. Second, changing the division of labor between the administrative system and the political system, such as increasing the professional autonomy of the administration system and increasing its influence on a policy. Third, change the relationship between the administrative system and the population, such as through the relocation of power centers (centralization vs. decentralization, democratization, etc.) Zauhar, 1999; 14.

    In the context of regional autonomy and the administration of regional government, the role of bureaucrats and government officials in the settlement of bureaucratic matters and administrative reform always faces obstacles that take a long time and energy so that the affairs become delayed in the process of completion. if they understand the role of the bureaucracy in reforming administration, the tasks assigned to the apparatus will be more orderly, so that there is no deviation or misuse, the bureaucracy has a positive function in efforts to integrate people from different backgrounds.
