Since 2019, the COVID-19 pandemic has impacted the social order of society. The social order, including the economy, society, politics, and culture, has undergone significant changes in its efforts to deal with the pandemic. In addition to impacting public health, the economic downturn has put pressure on society. This is particularly evident in Bali, which relies on income from the tourism sector. After nearly two years of facing the pandemic, the recovery of the community requires changes in the way of life through extraordinary adjustments from the community. The strengthened role of the state has not been sufficient in mitigating the impact of the pandemic on the community. At this point, civil society has a strategic role in accelerating the recovery of social life. This study seeks to examine the strategic role of civil society after the COVID-19 pandemic in Bali using a case study method. Data collection was conducted through semi-structured interviews and observations with key civil society actors. The potential of civil society plays an important role in helping the recovery of the social life and economic sector of the community. Learning from the case of Bali, the strategic role of civil society is a great potential in overcoming the COVID-19 pandemic.
