Abstrak
Bali is a
tourism area which is mostly a benchmark for needs his daily life. The Tumbu
Village is very famous for Ujung Karangasem Park Tourism. Taman Ujung
Karangasem is often used for shooting locations, prewedding locations and many
tourists from foreign arrives. The implementation of village activities must be
the responsibility of the government village and village community. Village
development covers all fields, both welfare, and education, economic growth, and
development of administrative facilities as well as manpower there is a
government in the village. This is all supported by the community in an
integrated manner to develop self-help in mutual cooperation.
Tumbu Village is one of the
many villages in the holding province of Bali firm local wisdom, culture, and
customs. This is what characterizes government the village in Tumbu Village is
a governance system that recognizes two village governments between the official
village and adat village (pakraman). This condition can be understood that the traditional village is the point the beginning of governance at the village
level in Bali, then the village government which became a part hierarchically with
local government and central government. Therefore the existence of the village
adat (pakraman) becomes something interesting and also strengthens the steady
Bali which is guarding as well as preserving culture, customs, religion and norms
in developing Bali tourism.
The implementation of village
autonomy becomes an opportunity for every village government to do development
to realize the Nawacita program that is building from the periphery
Indonesia. Tumbu Village is
one of the villages that must fulfill the mandate given, besides that existing
problems such as poverty become a challenge that must be answered with a
development. The poverty condition in Tumbu Village is indeed not too high in
terms of but if the percentage of potential are owned such as tourism, fisheries
and plantations the poverty level should be low.
Tumbu Village is one of the
villages targeted by the Sadu Mandara gate program namely a program on the
Mandara integrated village development movement in the province of Bali. This
program aims to accelerate poverty alleviation through development infrastructure
and socio-economic community in the countryside based on local resources to
increase the income of rural communities, reduce the gap between regions, and improve
village governance and strengthen local institutions at the village level
(Juknis, 2015). Based on this, the community service program seeks to synergize
with the Sadu Manadara Gate program in the village of Tumbu. Collaboration in a
program and policy become important as a form of evaluation of the program.
