HUMAN RESOURCES EMPOWERMENT MODEL VILLAGE CREDIT INSTITUTION (LPD) IN BADUNG DISTRICT

Abstrak

This study examines the empowerment of human resources (HR) Village Credit Institutions (LPD) by analyzing external and internal strategic factors. The LPD HR referred to includes LPD management and employees, LPD supervisors, and customary village manners as LPD owners. This study is very important considering the LPD as a financial business entity owned by an adat village or Pakraman village in Bali has experienced very rapid development. Going forward, the demand for LPD survival is getting heavier, due to changes in the external environment that are so dynamic. In the face of these changes, LPDs must be supported by competent human resources (HR), so that technically LPD operations can become more professional institutions and are ready to compete.
In determining the empowerment model, there are several stages carried out, namely identifying opportunities, challenges, strengths, and weaknesses of LPD in Badung Regency; designing LPD HR empowerment models in order to take advantage of opportunities and face challenges; and design implementation of empowerment programs for LPD HR. The data analysis technique used is descriptive statistical analysis. The HR empowerment model is based on an analysis of external and internal strategic factors. External strategic factors are analyzed whether as opportunities or threats / challenges of the LPD during and in the future (three to five years into the future). Likewise, internal strategic factors are analyzed to determine whether these factors are the strengths or weaknesses of the LPD now and in the future. In analyzing the LPD's strategic position the external internal matrix approach (IE matrix) is used.
From the analysis of the data it appears that LPD's strategic position in the External Internal Matrix both for now and in the future is in cell I, which illustrates LPD is in an external environment with high attractiveness or has high opportunities and business strength or strong competitiveness. The suitable strategy for this position is a strategy of growth and development by implementing an intensive strategy through market penetration, market development, and product development.
The recommended HR empowerment model (management, supervisors, LPD employees) in order to successfully implement these strategies is the empowerment model for strengthening individual capacity, through training programs to improve or develop the quality of personal characteristics to be more effective and efficient in carrying out tasks. Personal capacity building includes developing personality capacity, work capacity, and professional capacity.
