STUDY OF TOURISM DEVELOPMENT ACHIEVEMENTS (TOURISM MORPHOSIS) OF TOURIST VILLAGES IN BULELENG REGENCY

Abstrak
Tourism development in Buleleng Regency has not had a significant impact on village tourism development. In 2022, the Buleleng Regency Tourism Office will verify the development of tourist villages. There are still few developed and developing tourism-based tourism villages (rri.co.id, 2022). Verification will divide existing tourist villages into pilot categories: villages with adequate infrastructure, no accommodations, and no developed potential. These villages must be able to incorporate programs into the village Medium-Term Development Plan (RPJM) matrix, which is included in the Village Work Plan (RKP), and implement the Village Budget (APBDes) for village tourism development.
This research took place in several tourist villages in Buleleng Regency. A total of 31 tourist villages have been identified and have been established. This research is an exploratory study. The research used qualitative research methods, with primary and secondary data sources, and qualitative and quantitative data types. The Tourism Development Model as a Tourism Morphosis is an attempt to examine diachronically how tourism in Buleleng has developed and become the leading tourist destination it is today. Each period has its own discourses, figures, supporting institutions, paradigms, and problems. A closer look at the development of each period reveals similar patterns but differs in form. This demonstrates that the tourism phenomenon is inseparable from historical, political, economic, and socio-cultural factors. Based on the results of questionnaires distributed to each village designated as a tourism village, it was found that at the village level, generally, there has been no follow-up on the formation of POKDARWIS (National Tourism Development Group) and Tourism Village Management Teams. The village does not yet have a direction for village development toward tourism, so there tends to be no follow-up to the Regent's Decree on Tourism Villages. There is no synergy between the tourism village and the Village-Owned Enterprises (BUMDES) or other village institutions due to the waiting for SOPs. The village hopes for assistance in developing the tourism village to contribute. The potential and development plans for the tourism village have not yet been identified.
