SUSTAINABILITY AND MODELING OF SUBAK IRRIGATION SYSTEM MANAGEMENT IN BALI AND OUTSIDE BALI

Abstrak

Research conducted by Dweldo (2009) and Roth (2011) found that subak as social capital is also applied by ethnic Balinese communities who transmigrate outside Bali. About 9,000 ethnic Balinese in the Dumoga transmigrant area, Bolaang Mongondow Regency, North Sulawesi who work as farmers apply the subak irrigation system. The contribution of subak in the transmigration area cannot be denied. However, the subak in the region cannot be compared with the institutions in the region of origin (Bali) which are able to contribute to the development of food and tourism. However, the implementation of subak in the transmigration area has contributed to the fusion of local wisdom values ​​which can be capital or assets for traditional organizations. It is very interesting to study the sustainability status of subaks in Bali and outside Bali and the modeling of irrigation system management in Bali and outside Bali to realize its sustainability. This research was conducted for two years. This research was conducted purposively in the Saba Irrigation Area in Seririt District, Buleleng Regency, Bali Province and East Dumoga Irrigation Area in East Dumoga District, Bolaang Mongondow Regency, North Sulawesi Province. The data used are primary data and secondary data. Primary data were obtained by indepth interview technique and Focus Group Discussion, while secondary data was from literature study. The sample in this study is the subak management, farmers, and stakeholders at the related service level. The analytical method used is MDS (Multi Dimension Scaling), ISM (Interpretative Structure Model) and Dynamic Systems. The outputs of this research are international reputable journals in the first year and modeling related to the sustainability of the subak system in Bali and outside Bali. TKT in this study included TKT 6 in the form of technology recommendations (management models) of agricultural irrigation systems that have been tested with high accuracy in operational environment simulations with complete data in accordance with the design or research design so as to ensure the sustainability of the subak irrigation system.
