Abstrak
Garbage is one of the serious issues that deserves attention. Garbage becomes an inseparable part of human life, because basically all humans must produce garbage. Waste is a waste generated from every human activity. Every human activity individually or in groups, at home, offices, markets, schools, or anywhere will produce garbage, both organic and inorganic waste. The volume of increase in waste produced by humans is directly proportional to the increasing level of consumption, population, consumption patterns and people's lifestyles, thus increasing the amount of waste generation, type, and diversity of waste characteristics.
Increasing the volume of waste, generally can have a negative impact on the environment and health. This condition is made worse when waste management in each region is still ineffective, inefficient, environmentally unsound and not well coordinated. If waste management has not been carried out properly, it will become a source of problems, both social and environmental that arise in the community. The current condition is that the community has not yet carried out good waste management so that all waste will lead to the Final Disposal Site (TPA). The view of the mounting garbage in the landfill seems to be a common thing. So far, the handling of waste in the landfill still uses conventional methods by gathering, transporting and disposing so that the landfill in general becomes a final place to collect all types of waste. If this remains unchecked, the longer the garbage in the TPA will not be able to be solved because the volume of waste will increase.
Seeing the tendency of incomplete waste to be overcome by conventional means, the waste reduction options need to be addressed through more efficient and effective ways by involving the role of stakeholders. In the 4.0 era, digital service is the right solution to accelerate all services quickly, including in dealing with waste. This design is compared to Garbage Startup Online. This system divides 3 aspects of waste management, namely upstream, middle, downstream. In the upstream sector, waste begins to be sorted into households into three types of waste (organic, plastic and others). In the middle / secondary sector, disaggregated household waste will be purchased and managed by TPS Bumdes / PD Pasar through Ojek Online. Downstream, the waste in the Buldes / PD Pasar will be purchased and processed by BUMDA to become organic fertilizer, briquettes or can be used as a source of PLTU. The final results of waste processing will be distributed to the community / consumers. This integrated digital-based integrated waste management design serves, indirectly educating and changing people's lifestyles about sorting and managing waste properly through the role of Garbage Startup Online.
The integrated and integrated digital-based waste management design serving through Garbage Startup Online, is expected to provide positive aspects from the environmental, economic, socio-cultural, process, institutional and governance aspects. From the environmental side, good waste management will change the environment to be clean and orderly. From the economic side, waste can be processed to provide added value and foster a circular economy for both the community and government. Seen from the socio-cultural side, it will empower the wider community, be able to create jobs through Garbage Startup Online and change the culture of the community to dispose of waste properly. On the process side, Garbage Startup Online is able to break the long chain of waste distribution to be more effective, efficient and completely handled in zero waste. Institutional side, the arrangement of good waste management patterns through Garbage Startup Online can be arranged as one of the awig-awig / perdes, Perbup or Perda to be guided by the community. In terms of governance, the whole Garbage Startup Online will be privatized managed by BUMDA. This method is one of the breakthroughs in reiventing government related to governance to be more productive and not consumptive but it is expected to be able to bring in new sources of revenue for the government.
The idea of GS Online needs to be elaborated more operatively so that its implementation needs to be supported by a holistic study of various aspects, so that its implementation can run effectively. For this purpose, an assessment was carried out on the implementation of GS Online concerning environmental, economic, socio-cultural, institutional and governance aspects.
