The design of Master Plan for an indigenous community system-Based Organic Agriculture Development for Fulfilling Healthy and Nutritious Food in Bali

Abstrak

Food security and independence is one focus of the attention of the Regional Government of Bali as stated in the first and second mission of the Vision "Nangun Sat Kerthi Loka Bali". The Government of Bali is determined to increase the added value and competitiveness of local agricultural commodities so that it can improve the welfare of the Balinese manners in the next 5 years since 2017. The Government also seeks Balinese manners independently capable of producing healthy and nutritious commodities based on indigenous community system through the development of organic agriculture. The implementation of organic farming is the implementation of the Bali Clean and Green program, Bali Go Organic, Nawacita, Regulation No. 8 of 2019 concerning Organic Agriculture Systems, Regulation No. 4 of 2019 concerning Customary Villages, and Regulation of Minister of Agriculture Number 64 of 2013 concerning Organic Agriculture Systems.

Previous studies have identified in detail the farmers of organic agriculture in Bali. The farmers are spread sporadically throughout Bali, but not all of them get adequate economic benefits. In an effort to increase the economic benefits of organic farming, the development of organic agriculture in Bali needs to be technically supported by indigenous community system and guided by the master plan. Therefore, the design  of an indigenous community system-Based Organic Agriculture Development Plan for Fulfilling Healthy and Nutritious Food in Bali is highly important. The masterplan preparation study was designed through a literature study approach, a field survey, participatory through focused discussion in groups, and analysis of data, information and policies connected to the basic concepts of indigenous community system-based organic agriculture masterplan in Bali. The study will be conducted for 6 months from May to October with study sites in all regencies and citiy in Bali Province. Respondents who are the primary data source are coming from all stakeholders such as policy makers at the level of the Province of Bali and all regencies / cities in the Province of Bali, traditional villages conducting organic farming cultivation, and organic farming actors. Secondary data will extracted from literature / reports / documentation, laws and regulations, information in online media and documented research data in relevant institutions, including BPS, Agriculture Office, BPTP, Higher Education, etc. The resulting master plan will contain planning, direction, guidance for the process of developing, implementing, monitoring, evaluating and reporting organic farming that will be developed in the selected area. The master plan is equipped with an action plan in the form of a pilot as an initiation stage that will be observed and evaluated. Masterplan applications throughout the year 2021-2026 must be monitored and evaluated to determine the achievement targets and the development of organic agriculture that is implemented. The master plan prepared is expected to be a guideline that facilitates the planning, implementation, monitoring and evaluation of organic farming systems that will be developed in the area of ​​organic agriculture in Bali Province
