Identification of the Needs and Development of Field Extension Agriculture Competency Training Model at Era of the Industrial Revolution 4.0 in the Province of Bali

The potential of agricultural resources is very possible to be developed to achieve maximum productivity. The achievement of agricultural productivity is closely related to the behavior of farmers. Improving farmer's behavior can be done through meeting the needs of agricultural innovation information. The process of communication of agricultural innovation can take advantage of developments in information technology in the industrial revolution era 4.0. The problem is, to what extent are PPLs able to transform agricultural innovations to farmers in accordance with the demands of the latest information technology development? The aim of the first year of research (2019) was to analyze: PPL performance, PPL response to the development of information technology, and training needs for PPL competence in the industrial revolution era 4.0. The study was designed by survey method and was carried out in the Province of Bali with a population of all PPLs in agriculture services. Determination of the number of samples using the proportional sampling method and the selection of respondents using the purposive sampling method. Data collection using interview techniques, and indepth interviews. Data analysis using tabulative techniques and presentation of interpretation of the results of analysis using descriptive methods. The results showed that: (1) The performance of PPL in the implementation of their Tupoks was quite good; (2) PPL's ​​response to the development of information technology is quite good; and (3) Training needs for increasing PPL competence in the use of information technology include aspects of: (a) principles of information technology application; (b) the effectiveness of information technology; (c) an example of information technology success; (d) deepening of information technology practices; and facilitation-supervision of the use of information technology.
