POLICY OF THE RIGHT TO ENJOY INCLUSIVE EDUCATION IN THE HIGHER EDUCATION FOR BAD DISABILITIES IN BALI

Abstrak

Philosophically and constitutionally, based on the philosophy of the Pancasila and the 1945 Constitution, every citizen has equal opportunities both in terms of work, accessing public facilities, getting a decent life and livelihood, and so on. Regulation of the Minister of Research, Technology and Higher Education of the Republic of Indonesia Number 46 of 2017 concerning Special Education and Special Services Education in Higher Education already regulates the objectives of Special Education in Higher Education namely: a. expanding access to education for Students with Special Needs; b. improve the quality of education services for Students with Special Needs; and c. appreciate diversity and equality for Students with Special Needs. This research is important to know how government policies in fulfilling the right to enjoy Education for persons with disabilities, namely the right to enjoy inclusive education at the Higher Education level for persons with disabilities and to find out whether the policy can be implemented well in Higher Education in Bali. From this research, input can be obtained in terms of the right to enjoy inclusive education in tertiary institutions for persons with disabilities in Bali. Team members are divided into 2 teams of lecturers helping to analyze existing problems and students helping to find data related to the problem.
This research is qualified as a legal research (as a legal research), which is as a process of finding legal rules, legal principles and legal doctrines in order to answer the legal issues encountered. This type of research used in this study is Empirical Legal Research that is examining the facts of law in society.
