Forming of Regional Legal Products in the Field of Education in Actualizing the Right to Basic Education in the Province of Bali

Abstrak
Forming of regional legal products: Local regulations and implementing regulations in this matter in the field of education are intended as instruments for fulfilling the right to basic education in order to improve people's welfare. However, in the province of Bali there are regencies that do not yet have local regulations, and districts that already have local regulations do not yet have implementing regulations in accordance with those delegated so that the fulfillment of the right to education is less effective. Therefore, this research is very urgent to study the formation of regional legal products, whether there must be a delegation of regulations with implementing regulations, or simply by a local regulation by adopting the omnibus law model so that the fulfillment of the right to basic education is more effective. This research uses normative legal research methods combined simultaneously with empirical legal research. The approach used is also a combination of Statute Approach, Conceptual Approach and Analytical Approach with the results of the interview. The analysis was conducted in a descriptive qualitative manner. The legal material studied is the Regional Regulations and Regents in the field of education. Research locations are Tabanan, Badung, Gianyar, Klungkung, and Buleleng Regencies. The outputs of research results are in the form of Scientific Articles in the Accredited National Scientific Journal, presentations in SENASTEK, and studies in the form of research report.
