Community Perceptions of Service Performance in the Acceleration Program for Increasing the Coverage of Population Document Ownership (P3CKDK) in Klungkung Regency.

Abstrak
Klungkung Regency is one of the
areas in the province of Bali that has challenges in realizing a just population
administration service. As one of the areas in Bali that has land and
archipelago, the problem faced is the low coverage of ownership documents. Therefore,
the Department of Population and Civil Registration of Klungkung District
implements the Program to Accelerate the Increase in the Coverage of Ownership
of Population Documents, the policy being an innovative step in overcoming
population services in Klungkung Regency. Based on these problems, then in this
study want to analyze community perceptions of service performance in P3CKDK in
Klungkung Regency. The method used in this study is mix methods that uses
quantitative methods in the public perception then followed by qualitative
methods to explore existing data. Based on the results of the analysis shows
that the program coverage index through the service location is getting the
highest rating with the 196 index. Furthermore, the program suitability index
shows service procedures and the absence of unofficial levies each has the
highest value of 198. Then, the program access index is giving the same
treatment in the service obtaining the highest value of 198. Furthermore, from
the program accountability index where the service complaint facility gets the
highest score 187. Furthermore, the last index is the program innovation index
through the indicator of population administration services in a timely manner
obtaining a value of 197. In general the program already good from the various
indexes, but the challenge is the extent to which the achievements will come
because this is a new program and the ability to increase service coverage.
