IMPLEMENTASI PROGRAM GERAKAN PEMBANGUNAN SIAGA DESA SWATANTRA (Studi Kasus Pembangunan Infrastruktur, Pengembangan dan Pemberdayaan Masyarakat di Desa Taro)

Abstract Rural development is fundamental to the welfare of society. Many government programs are implemented in villages that are aimed at providing benefits to the community. Various problems often appear in the village, one of them is poverty. The Government of Gianyar Regency took an action to overcome the problem of poverty that occurred in the area by creating a program called Gerakan Pembangunan Siaga Desa Swatantra which targeted directly to the community. This study uses a descriptive qualitative research methodology, in obtaining the data, the author does direct observation in the field to obtain the primary data related, conduct study documentation to obtain secondary data. This research also uses techniques such as direct or indirect interviews related to the topic of this research. The theory used in this research is the theory of public policy which focuses on the concept of policy implementation, participation, empowerment, and development. The conclusion of this research is the implementation of Pembangunan Siaga Desa Swatantra program in Taro Village. This program gave a lot of benefits for the community as the target since 2015. The obstacles that have to be overcome in terms of implementation are fund management, awareness of the actors and material supply issues so that the development process can run smoothly.
