PERAN SERTA MASYARAKAT DALAM PENCEGAHAN TINDAK PIDANA KORUPSI PENGELOLAAN KEUANGAN DANA DESA, STUDI DI DESA CAU BELAYU, KECAMATAN MARGA, KABUPATEN TABANAN, PROPINSI BALI

Corrupt ion i s as a criminal act which harm the f inancial of the sta te, society and individual s. I t classi f ied as whi te col lar crime which main enemy of the Indonesian Nat ion to narcot ics crime and terrori sm. Combat ing corrupt ion i s not only through law enforcement (repressive) but precaut ionary measures should take precedence. Vi l lage Fund aims to promote the wel fare of rural communi t ies through i t s programs, so i t i s necessary to prevent abuse in i t s ut i l i zat ion, including in CauBelayu Vi l lage, MargaSubdi st rict , Tabanan Regency, Bal i Province. Thi s study use Juridical Empi rical approach method, namely legal research by way of exi st ing fact s approach and by conduct ing observat ions and research through depth interviews of the object of research. The resul t s of the understanding of CauBlayu vi l lagers are st i l l very minimum about corrupt ion, as wel l as the importance of ci t i zens' role in prevent ing corrupt ion, especial ly in relat ion to the management of vi l lage funds. There are several obstacles encountered in real i ty by CauBlayu Vi l lage Communi ty and Of f icial in relat ion to the management of vi l lage funds and in part icular as an ef fort to prevent corrupt ion in the use of vi l lage funds, but wi th good, t ransparent and accountable vi l lage fund management based on the law, supported by the role of the communi ty in moni toring and rep ort ing i t s abuse, as one of the ef fort s to prevent corrupt ion to improve the ef fect iveness of the development and wel fare of surrounding vi l lagers.
