Abstrak

The Ministry of State Apparatus Empowerment and Bureaucracy Reform chose Denpasar Government as the Pilot Project of bureaucracy reform implementation at the local government level. The decision is set in the Decree of the Minister of State Apparatus Empowerment and Bureaucracy Reform No. 96 of 2013. Based on the background description, the researcher intends to understand more deeply related to the achievement of bureaucracy reform in Denpasar City Government. The strategy of implementing bureaucratic reform is done through improvement in eight areas of change: 1) HR Apparatus, 2) Supervision, 3) Management, 4) Accountability, 5) Public Service, 6) Mindset & Cultureset, 7) Organization, 8) Law and Regulation Area. Referring to the 8 areas of the change, then the results-oriented programs (Outcomes Oriented Program). Driving factor of bureaucracy reform in Denpasar Government is Leadership factor, strategic planning factor and human resource factor. While the inhibiting factor is the mindset factor (Mindset) employees and regulatory factors.
