Abstrak

As cities grow in their complexity, space-land becomes an increasingly invaluable and (could be as well) an inaccessible resource for all different causes. While this statement is true, this study finds that various plots of land in Renon Area of Denpasar City have not been used at their maximum uses and consequently fall into the category of neglected land. This study identifies characteristics of the so called neglected land found in Renon Area and determining factors that trigger its existence. Authors view that the existence of the abandoned land eventually implies an ineficiency in the utilization of urban area, as well as contributes negatively toward the image of Renon being the Civic Centre of Bali Province. This study uses qualitative research method. Observation, direct documentation and interviews have been carried out in data collection process. It finds there are four types of the neglected land: a. land with natural vegetation and was not maintained; b. land with vacant buildings; c. land with building debris; and d. land with semi-permanent buildings that were used for temporary purposes. Factors that cause the birth of these four categories of neglected land include those pertaining to: socio-economic, physical conditions/location, and government policy/administrative issues. Authors expect that these findings will be of a pivotal beginning that leads to the stipulation of either strategies or policy as to how an abandoned land in town can be utilized for the benefits of a wider group, especially that of the public. Both government and urban planners will have a strategic role in making it happened. Keywords: function, vacant land, land utilization, Renon Area
