Conservation policies always face two main issues: the need for change and a desire to maintain the heritage. This paper describes that the two do not need to be confronted, because they can be combined. The objective of this paper is to shows how a conserved old town and became an important asset without ignoring the need for new urban development, innovative and modern. Research data are analysed by tracking history methode on Barcelona’s morphology, Spain. The separation between morphological change and sustainability, the system utilization circulation as boundary changes, the importance of public space, the importance of space - cultural space, and the dominance of the state in conservation policy are the methods of those used in combining the two major issues in conservation.
