The Role of Stakeholders in Sustainable Tourism Development in Ceking Tourist Attraction, Gianyar Regency, Bali

Abstrak
This study discusses the role of stakeholders in the development of sustainable tourism in the Ceking Tourism Attraction, Gianyar Regency, Bali. Ceking tourism is known for its iconic terraced rice field landscape and is a leading destination for domestic and foreign tourists. However, its management faces various challenges, including the inequality in the distribution of benefits between Tegallalang Village as the manager and Kedisan Village as the land owner, suboptimal regulations, and environmental and social impacts due to land conversion. The Community-Based Tourism (CBT) approach is implemented to ensure the active participation of the community in tourism management, with the aim of improving economic welfare and preserving culture and the environment. In addition, the concept of Pentahelix involving governments, communities, academics, media, and entrepreneurs is used to create a more comprehensive and sustainable strategy. The government plays a role in regulation and supervision, the community in cultural preservation, academics in research, the media in promotion, and entrepreneurs in the development of tourist facilities. The results of the study show that even though regulations such as Regional Regulation Number 16 of 2012 have been implemented, there are still challenges in land management, facility arrangement, and congestion due to the lack of parking spaces. Therefore, the concept of tourism development with the 4A component (Attraction, Accessibility, Amenities, Ancillary Services) needs to be applied to maintain a balance between tourism development and sustainable environmental and cultural conservation. Collaboration between stakeholders is the main key in realizing sustainable and inclusive tourism development in the Ceking Tourism Attraction.
