EFEKTIFITAS PERATURAN WALIKOTA DENPASAR NO 9 TAHUN 2009 TERHADAP PENEGAKAN HUKUM MINIMARKET TIDAK BERIZIN DI KOTA DENPASAR-BALI

ABSTRACT The research on the Effectiveness of the Regulation No. 9 in the year 2009 Against Law Enforcement of Unlicensed Minimarket In Denpasar City-Bali gives answer to apply in processing ofMinimarket Business Licensing and effectiveness of law enforcement on illegal minimarket in unauthorized city of Denpasar including sanction which imposedfor the violation. The method used to achieve the goal is Juridical Empirical, namely legal research by approach ofexisting facts with holding observations and research in Denpasar City Government Institutions. The results ofthis study explained that the process of licensing and law enforcement ofminimarket business has been implemented well as a real effort to create an orderly of administrative law as well as an effort to protect traditional markets so as not to die due to unlawful minimarket violations. The main constraint ofSKPD in the case of a violation of the illegal minimarket owners using a grocery store permit to run its business, but the problem can be overcome by inspection intensive SKPD spaciousness, the future needs to be done is the adjustment of existing Perwali with business conditions of society, especially it is related to the minimarket and traditional market.
