STRENGTHENING REGIONAL INNOVATION SYSTEMS IN INDONESIA (ANALYSIS OF LEGAL SUBSTANCE, LEGAL STRUCTURE AND LEGAL CULTURE)

ABSTRACT In order to increase the capacity of local governments, regional competitiveness, and the implementation of the Master Plan f or the Acceleration and Expansion of Indonesian Economic Development 2011 - 2025 need to strengthen the re gional innovation system are arranged in purposeful and sustainable. The enactment of Law No. 23 Year 2014 jis Law No. 2 Year 2015 and Law No. 9 Year 2015 on Regional Government and Law No. 30 Year 2014 on Government Administration, provides a new paradigm for the regional to innovate, on one hand there is an increase in the administrative area of budgetary policy and on the othe r side of the narrowing the criminal area(corruption). Based on the background, this research will examine the whole process in a regional innovation system, to enhance the innovation made inter - governmental institutions, local governments, educational institutions, institutions supporting innovation, businesses and communities in the Region. Objectives and specific targets t o be ach ieved is to determine and evaluate the policy of strengthening the innovation system in the regional, the arrangement of the elements of regional innovation systems and the development of innovative systems in the Regional. This research used empiric al leg al research, using primary data obtained directly on the object of research. This research may also use part ways other socia l science research.
