PERANAN PEJABAT PENGELOLA INFORMASI DAN DOKUMENTASI DALAM KETERBUKAAN INFORMASI PUBLIK UNTUK MEWUJUDKAN KEPEMERINTAHAN YANG BAIK (GOOD GOVERNANCE) DI PEMERINTAHAN PROVINSI BALI

ABSTRACT This research discussing the role of information and documentation management officer (PPID) in the disclosure of public information to achieve good government. There are two problems that were examined. First, the process of formation of PPID and the second, the juridical consequences of delay in the formation of PPID and inhibiting factors in achieving good government. This research was conducted by using empirical legal research methodology. Thus the data obtained in two ways: primary data obtained directly in the field and secondary data obtained through library research. The following results that the formation of PPID in Bali Province has been delayed for two years. The juridical consequences and inhibiting factors in the formation of PPID is the ineffective enforcement of Act No. 14 year2008 concerning public information disclosure, this situation caused by there are no sanctions explicitly ruled in the legislation if there is a delay in the formation of PPID.
