Abstrak
Cases of rabies in Bali, which are mainly transmitted through dogs, are under international scrutiny. Various efforts made by the government to deal with this disease. The challenge of dealing with rabies disease is not only faces by the state, but in its development, it is necessary for the participation of various parties. Bali animal Welfare Associations is INGO which has special attention to animal welfare, especially dogs in Bali and also pay attention to the rabies case. But in the handling of rabies, BAWA took a different step with the government. BAWA opposes the government's eliminations method of suppresing rabies spread. The purpose of this research is to explain the role of BAWA as INGO in dealing with rabies case. because in dealing with health problem, the participation of international actors both states and non state actors is needed. The research used the qualitative descriptive method. Where it is found that as INGO, BAWA has perfomed its rolein tackling rabies disease through the role of Development and Operation of Infrastructure, Supporting Inovation, Demonstrations and Pilot Projects, Facilitating Communication, research, Monitoring and Evaluations and the role of Advocacy for and with the Poor. This study has relevance to the study of International Relations where there is a shift in the issue of international relations from the nature of high politics to low politics, one of which is the heaalth issue of zoonosis. The issue of zoonosis has become an international issue given the spread of transboundary disease and the need to study the roles of international actors other than the state in handling of cross-border animal desease Keywords: Rabies, zoonoziz, Transboundary Animal Desease, BAWA, INGO
