SINERGITAS ANTAR LEMBAGA POLITIK DAN LEMBAGA ADMINISTRASI NEGARA (Pasca Reformasi)

Abstract Political Institutions and State Administration Institutions should be independent, synergetic and democratic instruments after reformation; they should take no sides to guarantee what is trusted by people. The independent institutions established after reformation which are made to be auxiliary or quasi in nature to achieve public objectives by managing synergism, has shown that a great change has taken place in regard to the style and organization of the current state organizations. Synergisity and loyalty to democratic values should lead to a bridge connecting the efficiency taking place at all the Political Institutions and State Administration Institutions and all the legal components so that they do not dominate the government roles over the existing political institutions. The system of employee affairs through LAN needs to be reformed based on more standardized system. The system of employee affairs should be made more strategic and decentralized in their implementations. To carry out such functions and responsibilities, the operating responsibilities related to the employee affairs should be delegated to the operating institutions which may be departments, non government institutions or regional departments through democratic deconsentration and decentralization without being dominated by any political party.
