State institutional mechanisms and formats, shift of power in the Constitution of 1945, duties and responsibilities of the Council of Regional Representatives revolve on the monitoring and proposing the realization of national and regional relations and interests therein to the product law. Constitutionally legislation rights is fully given to the parliament, which is House of Representative and Council of Regional Representatives, in practice the authority of Council of Regional Representatives is limited as advisory council to the functions of House of Representative, the creation of Council of Regional Representatives is to play strong role and functions of bicameral parliament, just like every parliament in other countries allows the political representation of the people, where one is the political representation at the House of Representative (political representation) and the other reflects the territorial representation or regional (regional representation) at the Council of Regional Representatives to give wider functions for representation. In order to project the Council of Regional Representatives as organization that represents the duty as regional representatives, it is necessary that the Council of Regional Representatives used as a representative body with strong position, strategic, for the better of the state administration with check and balances, and to strengthen democracy as a principle of state administration law therefore Council of Regional Representatives needs to be reformed through constitution in order to be given the same role as of House of Representative in doing its constitutional rights such as representatives in countries like Europe and America.
