PERAN PENGAWASAN PERUSAHAN DAERAH(PD) PARKIR KOTA DENPASAR DALAM MENINGKATKAN RETRIBUSI PARKIR (STUDI KASUS PADA PENYELENGGARAAN PARKIR DI BADAN JALAN KOTA DENPASAR

ABSTRACT Supervision is one of the most important elements to minimalize any irregularities that occurs within an organization. One of which is the supervision implemented by the Denpasar Regional Parking Company (PD Parkir) to increase parking retribution, especially on the sides of main roads. The supervision is very necessary for the Denpasar Regional Parking Company (PD Parkir) to increase parking retribution. However in conducting surveillance activity, there are problems that reduces the income of parking retributions on the roads. The purpose of this study is to know and analyse how is the supervision role of Denpasar Regional Parking Company to increase parking retribution. The analysis used in this study is by implementing the steps of supervision consisting of (1) setting the measurement tools/standards (2) make an assessment (3) make a corrective action. The type of research used is a descriptive study with a qualitative approach. Data collection technique in this study is done through observation, interview, and documentation study. The study results explains that the supervision role of Denpasar Regional Parking Company (PD Parkir) has not yet been optimized. This is due to the absence of clear regulations that regulates parking in the roadside as well as there is no Standard Operating Procedure (SOP) in conducting supervision activities. Therefore these conditions can be used by third parties to engaged in parking management of which could reduce the income of parking retributions especially from those in the side of the roads.
