 Introduction

  • Demographic growth in China by numbers of

residents who travel outbound tourists

continues to increase to get new experiences from

on a tour. The World Tourism Organization (WTO)

(2013) predict that in 2020 there will be around 100 million

Chinese tourists who will be traveling abroad. (World

Tourism Organization, 2003). The population of China is up to

in 2005 amounted to 1. 299,880,000 (1.3 billion) (Chinese

Statistical Year Book, 2005).

Opportunities for Chinese citizens to do so

outbound tours for leisure purposes have increased

since 2005. Chinese residents with income

middle and high (the middle and top income) increasingly

realize that traveling has become a need and right

human rights (the birthright) (the World Travel and Tourism

Council / WTTC, 2006: 15) and a growing number of residents

China who travels overseas (outbound trips) (China

National Tourism Administration, 2006). Economic growth

in China is one of the factors that push the population

China from the middle bourgeoisie (burgeoning middle class)

to travel abroad (outbound trip)

(China National Tourist Administration, 2006).

To encourage the growth of the outbound trip, since

in 1983, the Chinese government made concessions

against the prohibition of traveling abroad

by issuing Approval Destination Status rules

(ADS) which served as a guide to allow

Chinese citizens to visit countries that are

permitted in the form of an all-inclusive package travel package

tour. Towards the end of 2008, the Chinese government had

approved 92 countries to be visited in the ADS framework

(status of countries that can be visited) including Taiwan

and the United States as two competing countries

China (http://www.cnta.gov.cn/zhuanti/cjy/index.asp).

China has been recognized as a country

a major producer of tourists who travel outside

country (emerging outbound tourism market) (WTTC, 2006) and

in 2017 there were 41 million Chinese tourists

doing outbound travel (Guo, Seongseop & Timothy, 2007;

Yu & Weiler, 2001; Zhang, & Heung, 2002).

The number of tourist visits is one way

which can be used to determine the sector's contribution to

tourism for development in general. The number of visits

which has increased can be considered to be contributing

positive on the contrary the number of visits has decreased

allegedly contributed negatively. That's what the Minister of Tourism is for

the Republic of Indonesia issued a policy to

achieve the target of visiting foreign tourists to

Indonesia as many as 20 million visits, in 2020. The wrong

policy that was issued was a visa-free policy

visit to 30 countries in the world.
